Each page should use a targeted 2 or 3 keyword phrase several times.
Each page should not be obviously optimized as you will be penalized by Google and other search engines.
The web site should be simple yet informative, so important information is available within two clicks.

Contact information should be on every page.
Relevant text is the key. Do not use a lot of flash or images as most search engines rank text as most important.
Less people will be able to view your web site if you use flash and/or animation and it will slow down your entire site.
Accessible to all web browsers not just Internet Explorer.
Accessible for different size screen resolutions including 800 x 600.
